USA  8: War on Drugs and Human Rights

Critics of the United States' "War on Drugs" argue that it has done nothing to reduce drug use in America and that it has disproportionately compromised the human rights of African Americans and Hispanics. This classic program focuses on issues such as overzealous law enforcement activities and racial disparities in prosecution, conviction, and sentencing of drug offenders. It asks whether America's drug strategy has overlooked public health concerns, such as prevention, treatment, and rehabilitation of drug users. We see clips from Prisoners of the War on Drugs, a documentary broadcast on HBO, which examined the use of drugs within federal and state prisons with interviews by inmates. Also featured are attorney Jamie Felner of Human Rights Watch; Prison Life magazine publisher Richard Stratton and editor Kim Wozencraft; author Michael Massing (The Fix); Ethan Nadelman and David Condliffe of the Drug Policy Foundation, which today is called the Drug Policy Alliance; and concludes with a pointed interview with (Retired) General Barry McCaffrey, the former U.S. Drug Czar and Director of the U.S. National Drug Policy. 01/12DE JSCA 30 min.
